Born 25th February, 1950 in Kirgiz SSR. In 1966 graduated from school in the city of Karachaevsk. For two years worked as carpenter-concrete worker in a construction organization.

From 1968 to 1972 studied in the Saratov Law Institute. Was awarded V.I.Lenin scholarship.  Early graduated from the post-graduate course of the same Institute and in 1975 defended candidate and in 1989 – doctor thesis.

In 1975-1976 was doing service in special motorized militia units; his name has been entered in the Book of Honour of the Internal Troops of the Ministry of Internal Affairs of the USSR.
From 1977 he was secretary of Komsomol committee (with rights of a district committee), teacher, senior teacher, senior lecturer, professor of the Chair of State (constitutional) law of the Saratov Law Institute.
In October, 1991 B.S.Ebzeev was elected judge of the Constitutional Court of the Russian Federation by the V Congress of People’s Deputies of the RSFSR. He took active part in the Constitutional Conference of 1993 and in preparation of the Draft Constitution of the Russian Federation submitted to the nation-wide voting, is author and co-author of a number of other draft laws.
From 2008 to 2011 he was President of Karachaevo-Cherkessian Republic.
In March 2011 by the Decree of the President of the Russian Federation he was appointed member of the Central Electoral Commission of the Russian Federation.
B.S.Ebzeev is author of about 300 scientific works, including more than 30 books – monographs, text-books, scientific-practical commentaries. He is Chairman of Expert Council on Law of the Higher Examination Board, member of editorial boards of a number of scientific magazines.
He has been rewarded with orders of Honour and Friendship. Honoured Scientist of the Russian Federation, Honoured Lawyer of the Russian Federation.
