Born on 2 October 1974 in Moscow. Russian by nationality. Graduated from the faculty of law of the Lomonosov Moscow State University. In 1999 he also defended his PhD thesis in the same University, under the theme "Systematization of constitutional legal acts in the Russian Federation". In 1995-2002 and later in 2008-2023 he worked at the Secretariat of the Constitutional Court of the Russian Federation, beginning as the consultant of the Department of Constitutional Law, and since 2015 - as the Head of Secretariat. In 2002-2008 he was the head of the office of the Committee of the Federation Council for the local self-government issues (2002-2005), first deputy head of the department for relations with legislative and executive authorities of the Government of Moscow (2005-2006), professor of the Constitiutional Law seat of the faculty of law of the State University - High School of Economics, discharging the duties of the dean of this faculty (2006-2008). Since 1996 he combined state service with teaching law in higher education institutions. He is the author of more than 100 scientific papers, mainly on the sistematisation of legislation, local self-government and constitutional justice. He also co-authored several textbooks and learning guides. He is the member of editorial boards oof three scientific journals. Appointed the Judge of the Constitutional Court of the Russian Federation on 21 June 2023, appointment made by the Council of the Federation upon proposal of the President of the Russian Federation V. Putin. Lawyer Emeritus of the Russian Federation. Awarded the second-class medal of the Order of Merit for the Motherland.
