Mikhail LOBOV

Born on 1 February 1971 in Chelyabinsk, Russian Federation. In 1992 he graduated cum laude from the international law faculty of the Moscow State Institute of International Relations of the Ministry of Foreign Affairs (MGIMO University). In 1995 he obtained a Master Degree in International Law (D.E.A.) in the University of Strasbourg, France; in 2004 he received a Master of Laws, LL.M. Degree in Columbia University, United States of America. In 1995-1997 he was an Assistant Professor of Constitutional Law in the University of Strasbourg. From 1997 he worked as a legal officer in the Department for the Execution of the judgments of the European Court of Human Rights, and since 2004 he was a Head of Unit of the same Department. In 2007-2014 he was a Lawyer and Head of Legal Division, Registry of the European Court of Human Rights. In 2014 – 2021 he was the Head of the Human Rights Policy and Co-​operation Department, Directorate General Human Rights and Rule of Law. He actively promoted the Council of Europe Programme for human rights education for lawyers. From 2 January to 16 September 2022 he was the Judge of the European Court of Human Rights representing Russian Federation. On 25 September 2022, he was appointed the Judge of the Constitutional Court of the Russian Federation by the Council of the Federation upon proposal of the President of the Russian Federation V. Putin. He authored numerous lectures and scientific papers on human rights protection.​
