Aleksandr KONOVALOV

Born on 9 June 1968 in Leningrad. After military service in the USSR Armed Forces (1986-1988) he graduated from St.Petersburg State University. Since 1992 he began prosecutor service as assistant to prosecutor of the Vyborg district of St.Petersburg. From October 1992 to February 2005, he served consequtively as investigator of the Prosecution Service for Vyborg District of St.Petersburg, prosecutor of the Department for Supervision of Observance of Legislation on Federal Security of St.Petersburg Prosecution Service, Deputy Prosecutor and Prosecutor for the Moscow District of St.Petersburg, Deputy Prosecutor and First Deputy Prosecutor of St.Petersburg, and Prosecutor of the Republic of Bashkortostan. From November 2005 to May 2008, he was the President's Plenipotentiary Envoy to the Privolzhskiy Federal District. From 2008 to January 2020, he was the Minister of Justice of the Russian Federation. From January 2020 to April 2025, he was the President's Plenipotentiary Representative at the Constitutional Court of the Russian Federation. Upon nomination by the President of the Russian Federation Vladimir Putin, on 16 April 2025, the Federation Council of the Federal Asembly of the Russian Federation at its plenary Session has appointed Alekasndr Konovalov as Judge of the Constitutional Court of the Russian Federation. He bears the rank of Active State Justice Councellor to the Russian Federation, academic rank of Doctor of Legal Sciences. Also, he bears State Awards, including the Order of Honour, the Order for Services to the Fatherland IV class, and the Order of Friendship.
