Konstantin KALINOVSKIY

Born on 12 December 1971 in Pryaja village of Karelian ASSR. After military service in the Armed Forces of the USSR (1981-1991) he joined the internal affairs bodies. In 1996 he graduated with honors from the St. Petersburg Higher School of the Ministry of Internal Affairs of Russia. In 1999 he also defended his PhD thesis entitled “Legality and types of criminal proceedings”. In 1997-2005, he worked as a lecturer, associate professor at the Department of Criminal Procedure of the Saint Petersburg University of the Ministry of Internal Affairs of the Russian Federation (formerly the Academy of the Ministry of Internal Affairs). From 2005 to 2007 he was the Head of the Department of State Law, Acting Deputy Dean of the Faculty of Law with a focus on research at the St. Petersburg University of the Humanities and Social Sciences. In 2007 he was the Head of the Department of Criminal Law Studies at the North-Western Branch of the Russian Academy of Justice (currently the Department of Criminal Procedure Law of the North-Western Branch of the Lebedev Russian State University of Justice). Since 2008 he combined teaching law with state service in the Secretariat of the Constitutional Court of the Russian Federation on the following positions: Advisor, then Leading Advisor of the Department of the Constitutional Foundations of Criminal Justice, Advisor to the Constitutional Court of the Russian Federation. Appointed the Judge of the Constitutional Court of the Russian Federation on 16 July 2025 by the Council of the Federation upon proposal of the President of the Russian Federation V. Putin. Authored more than 150 scientific papers and learning guides. Since 2014, by rulings of the Plenum of the Supreme Court of the Russian Federation, he has been regularly included in the Court's Scientific Advisory Council to develop recommendations on judicial practice and legislative improvement. He bears the rank of the Third Class Active State Justice Councellor to the Russian Federation.
