Born in 1976 in Kurgan. Graduated from the Ural State Law Academy named after R.A. Rudenko (Ekaterinburg). In 2005 he defended his PhD thesis at Russian Academy of Justice (Moscow) under the theme “Doctrines of the Constitutional Court of the Russian Federation in the field of taxation: theoretical and practical aspects” and in 2019 he defended his Doctor’s thesis at Moscow State University entitled “Issues of the evolutionary development of the Russian model of judicial constitutional review”. In 2001 he started working at the Secretariat of the Constitutional Court of the Russian Federation, beginning as the Main Consultant of the Department of Constitutional Foundations of Administrative Law. For a long time he headed the Department of Constitutional Foundations of Public Law. In 2023, he was appointed as the Head of the Secretariat of the Constitutional Court. Since 2010, he has been teaching law at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation in St. Petersburg (NWIM RANEPA). He is professor at the Department of Constitutional and Administrative Law in the same University. Appointed the Judge of the Constitutional Court of the Russian Federation on 16 July 2025 by the Council of the Federation upon proposal of the President of the Russian Federation V. Putin. He is the author and co-author of scientific papers, including monographs and commentaries on legislation, as well as textbooks and learning guides. Professional interests: constitutional, tax and administrative law, constitutional proceedings. He bears the rank of Second Class Active State Justice Councellor to the Russian Federation.
